RESOLUTION OF APPRECIATION AND SUPPORT FOR ACTION BY LOCAL LEGISLATORS TO PROMOTE SENATE BILL 727 TO CLARIFY MOORE COUNTY’S SALES TAX OPTION FOR REFERENDUM

On June 23, 2016, Representative Jamie Boles and Representative Allen McNeill conducted a Town Hall Meeting at the Old Courthouse in Carthage, North Carolina for the purpose of allowing citizens of Moore County to express their opinions concerning SB 727.

On June 29, 2016, members of the Moore County Board of Education discussed the Town Hall Meeting and deemed it appropriate to express its appreciation to Rep. Boles, Rep. McNeill, North Carolina Senator Jerry Tillman, the Moore County Board of Commissioners, and to the citizens of Moore County who attended the meeting and to those who expressed their opinions about SB 727. Moreover, the Board of Education also agreed to support further efforts by all parties to promote approval of SB 727 by both chambers of the North Carolina General Assembly. To that end, the Board of Education offers this resolution.

WHEREAS: Senator Tillman introduced SB 727 in the North Carolina Senate, with the intent to make clear that the entire proceeds generated by a one-quarter of one percent increase in the local sales tax would be dedicated to construction of school facilities; and,

WHEREAS: SB 727 has successfully passed the Senate and is currently under consideration by the House of Representatives; and,

WHEREAS: Rep. Boles and Rep McNeill graciously convened a Town Hall Meeting on June 23, 2016 to allow citizens of Moore County to express their opinions about SB 727; and,

WHEREAS: The 34 citizens who spoke reflected a wide cross-section of Moore County residents, including elected town officials, parents, educators, and business representatives; and,

WHEREAS: All but 3 speakers were supportive of SB 727, and most of the approximately 200 people in attendance at the meeting showed their support of SB 727; and,

WHEREAS: The Moore County Board of Education is extremely grateful for all persons who attended and for all persons who expressed their opinions, and would like to commend the many citizens who have supported SB 727 and who were present at the meeting;

THEREFORE; Let it BE RESOLVED, that the Board of Education expresses its sincere appreciation to:

1. The citizens of Moore County who attended the Town Hall Meeting;

2. Rep. Boles and Rep. McNeill, for hosting the Town Hall Meeting, and for their expressed commitments to promote passage of SB 727 with their fellow members of the House of Representatives;

3. Senator Tillman, for introducing SB 727 and promoting its passage with his fellow members of the Senate; and

4. Members of the Moore County Board of Commissioners for their ongoing support of the Moore County Schools Master Facilities Plan.

FURTHER; Let it BE RESOLVED, that the Moore County Board of Education expresses its unanimous support of SB 727, based upon the belief that explanatory language on the ballot concerning the purpose of the one-quarter of one per cent increase in the local sales tax will result in a successful referendum in November.
